Minutes for March 26, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
The meeting was called to order at 7:14 PM.


  • Pledge of Allegiance
Chairman Emery led the recital of the Pledge of Allegiance.


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes March 19, 2014

  • Discussion held between 5:00 & 7:00 p.m.
At 3:00 PM the Board met with the Police Chief and went over his budget.

At 5:00 the Board met with our Police Chief and Gorham Police Chief, Ron Shepard to discuss the possibility of sharing Buxton’s Animal Control Officer (ACO).  Our ACO works part-time and Gorham lost theirs.  The two police chiefs are going to work out the logistics of it and get back to the Board.

The Board continued meeting with our Police Chief and went into Executive Session at 5:46 PM, per 1 M.R.S.A. §405 (6) (A), a personnel matter.  The Board came out of Executive Session at 5:55 PM.

After that, the Selectmen went over the Lawn Mowing Contract for Town Farm Park and a few budget issues.

  • Review of Projects and Issues
Selectman Burns started by thanking the rest of the Board for allowing him time off to visit his family for his grandson’s 4th birthday.  He went on to say that he has been back in the office going over a stack of mail.  He said he attended the Board’s workshop Monday night that went from 6:00 until after 9:00 PM.  He was in the office again Tuesday reading more mail and catching up.  Last night he went to the Budget Committee meeting with the rest of the Board.  They were there until about 9:20 PM.  He was back in the office today looking at budgets.

Selectman Booker said she has been doing many of the same things.  She said that the Workshop was very productive and the Board went over a lot of items.  She was here for the Fire-Rescue budget presentation last night and otherwise has been working on her budget and reviewing other budgets.

Selectman Harmon has been working on the Warrant.  She came in for the Budget Committee meeting last night where the Fire Chief presented his budget.  She has been reviewing correspondence, and applications for the Transfer Station.  She said she also thought the Board’s Workshop Monday night was productive and they got a lot of housekeeping issues addressed.  

Selectman Harmon reported that Bob Gingras, our assessor with Parker Appraisals was in and explained to the Board the proposal he has for converting our property record card information onto the computer and into the TRIO program.  When that is completed which should be some time in the next year and a half, we will be able to print the property record cards from the computer.

Selectman Emery was here for the Workshop.  He explained the reasons it has been difficult for the Board to get a lot of little things done this winter.  He said on Monday night they got a lot of those things done, letters written, and small issues cleaned up and out of the way and mentioned to the rest of the Selectmen the need to meet again soon to start on some big things.

Selectman Emery was here for the Budget Committee meeting last night.  He said the Fire budget presentation was well-done and very well-received by the Budget Committee.

Selectman Emery mentioned the old town garage and said he talked with the Public Works Director about some issues with a little water leaking around the chimney and the fuel tank.  The Public Works crew plans to take care of those problems tomorrow.  Then they will get together and figure out what they are going to put in for a dividing wall between the one bay and the rest of the garage. Selectman Emery said the furnace up there is suspect so they may have to do something with that.

  • Next Meeting of the Board
Budget Committee Meeting Tuesday, April 1, 2014, at 6:30 PM

The Planning Board has scheduled a Public Hearing on Monday, March 31, 2014 at 7:00 PM regarding proposed changes to the Buxton Zoning Ordinance.  

The Board of Selectmen will hold a Public Hearing Wednesday, April 2, 2014, at 7:00 PM regarding Town Charter Amendments for the June 10, 2014 Annual Town Meeting

Public Hearing Wednesday, April 9, 2014 at 7:00 PM regarding a Liquor License Application renewal for CHAPS, LLC located at 1301 Long Plains Road in Buxton

The Selectmen will meet for a Workshop Wednesday, April 2, 2014 at 2:00 PM
